Speaking since this is VP (old world high end zone comparable to Time / VT ) I would hope there would be something worth while off of the highest tier boss in this zone....
Don't rule out us hybrids too. I'd kill for this, that extra healing in those Pali fast-cast group healings would be nice. And the melee stats aren't terrible either
I'm a chanter...and I would kill for this item. Int, Cha, Mana....and some AC?! Dang.. That's nice. But as a chanter I see the effect, and ask myself this.. 'Who would benefit the best from this item?' In answer to my question, I answer Cleric, Druids, and Shamans. Although I would LOVE to have this thing, I would rather it go to one of the healer classes... That IH3 is a God-Send when it comes to that... :) That focus along with the AA into the improved healing... Man - That would be VERY helpful! But...sheesh... I would still love this cloak.. hehe
Please dont misunderstand what I am saying. This is a GREAT cloak for ANY class (yes - even monks heh).. Any class would be happy to get this one. But my opinion is the healer would benefit the most.
Aye - you a right.. The chances of a Shaman/Druid getting this are slim. But that doesnt mean the chance isnt there. I've seen drops that should default to one class, go to another class that could barely use the item.
What I was trying to say from my post above is that even though EVERY class could benefit from this item, the healing class would benefit most from it (because of the effect). That doesnt mean that if any of my chars happened to get this item, I wouldnt 'WOOT' and jump for joy though. ;)

Well since this item got a focus effect it will prolly go to a healer class (cleric or druid) so their high level fast heals (DL and NR) are even more effective.
considering just the focus effect, I think I'd favor a patch healer over a cleric. CH is CH, and you can't improve on that. The other heal you see clerics throw at this level (assuming there are a few druids and shammy around to chloroblast) is a heal over time that isn't affected by the focus effect. All in all, the focus effect dosen't do much for clerics that can obtain this themselves. This is still a great cleric item, just the focus effect is better for other classes. Hmm...wonder if it works for necro healing?
I am a level 60 cleric with 46 aa points and I can tell you if I was told I couldn't be considered for this item because I have a spell called CH. I would be mighty ticked off. This item is the only item I see that drops in VP that a cleric might want to get. It drops off a mob that is the toughest in the zone. Now If you exclude clerics from this item then basicly you are treating clerics like slaves.
I do alot of AoE exp groups where I use DL, EL, Remedy, group heals, I would say I have 5 or 6 heals loaded at all times so I can be efficient in healing. Just because you only use CH or you think all clerics only use CH then you are just plain wrong.

As a druid I agree with you. If I were excluded from consideration, I would be ticked also. The bottom line is virtually anyone would benefit from this cloak and would probably be ticked for being excluded. IMHO that is what /random is for. You can argue that this class or that one would benefit most, but in all fairness if someone is there for the kill, they should have just as equal a shot at receiving this cloak.
Generally you are right, but the improved healing is still of major benefit to clerics. CH is only part of what we do - often we have to quick heal rangers/enchanters/etc.
During dragon fights I always use Divine Light because the low cast time cuts down on my vulnerability to fear interrupts. So if you consider that a lot of clerics healing in dragon fights can't use CH, this is still a very important cleric item.
