it's post-sleepers awakening, and it's only off the three big'uns. Same guys that drop primal pretty much.
Don't expect to have any drop though, there are some servers that kicked the sleeper out months ago and haven't seen a scale yet =/

On Bristlebane, the Sleeper was awakened and the only mobs that drop this (and rarely at that)are:
The Final Arbiter
The Progenitor
Master of the Guard
If I remember correctly, these don't drop until after the Sleeper is awake, but I might be wrong.
