34 PH clears before I got this guy to show.
Toskirakk is sorta different for Hunter Achievement in that the nameds spawn fairly rarely BUT the PHer respawns quicker than normal, more like 5-6 minutes. So if you camp a named and stick at it, clearing as fast as the PHer spawns, you're likely to see a named pretty quickly.
Fortunately 5 nameds all spawn in the central area fairly close to each other; the rest are fairly scattered making it annoying to clear them one after the other.

The respawn seems to be around 5 minutes on the PH.
Also seems to be a rare spawn.

Our rogue got a not-so-nice surprise while sitting nearby waiting for Ulgren or the ph'er to spawn.
We double checked the next time he popped and sure enough, he sees right through Rogue SoS.

no harder than any other named in the zone really. good luck for peeps who get both rings, good stuff!
He is a SK, casts Blood of Hate, hits for 5k top end, Immune to run speed, Summons, Enrages, etc...
