Dropped a Fine Steel Scimitar today along with the Ornate Steel Bracer.
Rusdai is immune to root and charm, but most spells work easily.
If you're not KOS in Chardok, Rusdai is an exception. He might attack you when you're just trying to use the bank. On the other hand, other sarnaks won't assist him, so you can pull him all the way up to the zoneline without adds if you wish.

Took me a while to get him to spawn by clearing out all the treasury guards. He finally spawned outside the south door. Spawn location appears to be random from any of the treasury guards.
