I'm not sure the official spawn point of this mob, but he is a camper, meaning he will stay wherever he was when he drops aggro on the last person he was attacking.
If a group wipes to him or evacs or a puller moves him but they don't return to finish him off, he will be here they left him. So, he can be found in different locations.
I kite down in the bottom of the Vergalid Mines and saw him at the bottom of the ramp in my way of pulls. He is now out of my way right next to Vergalid himself. LOL.

Just killed him. He's around 523, -1537, -643, just past a big crystal. He dropped the armguards btw.
