Cleared out the whole area, almost 20 times, got him to spawn twice.

I cleared the whole area of the wind mobs and the wind tamer himself with my 106 warrior 2 times and got the breath to spawn and drop the augment not sure how you other guys are having such issues
called rng u got lucky!
This guy is the rarest mob .. even during 2x spawn rate, saw him only once.. it is the furthest wind element .. in fact he’s so rare I had another group try to take my camp !! And it’s 2019 !!! There were 4 other named mobs up but they had to have this guy !! On luclin-Stromm server ..
Spawned from the wind tamer guy too That’s @ the end as well .. but still very rare (or very unlucky)

He spawned tonight 3 times in a row and i can confirm that this named can spawn from where the wind tamer is and also from the three exhalations that roam in the area. It can seem strange that a dervish type mob can replace the wind tamer but it's a fact.

Definitely spawns where wind tamer is. He actually seems to spawn closer to the wall than the wind tamer but no other spawns are in that area? He spawned there 2/2 for me. Dropped aug the first time and ring the second.
Perhaps it was the cooldowns but this guy was no more difficult than the trash and perhaps even easier..

Killed this 3 times in the last 24 hours. PH seems to be the exhalations in the area. Spawned at two different points about 30 minutes apart last night. Dropped the aug every single time. No T1 drops either. Was an easy fight with my 93 mage and pet tanking (91 air pet), a 93 bard, and his level 90 boxed shaman. J5 healer merc.

He generally spawns from one of the 3 exhalations closest to that wall where the Wind Tamer spawns. I have never seen it spawn from the wind tamer, I often just leave him up. He can spawn most likely from any of the exhalations in this arm area, but not past the little aqueduct of water that leads to the middle of the arm.
Just saw it from the wind tamer. I was shocked. I arrived at the camp and it was up along with the 3 exhalations. and the wind tamer was missing. killed them all and the wind tamer popped next round in the spot breath was. the very furthest point of the arm

For me the PH was the Wind Tamer/ Archer at the very end of the path on the right side. Not sure which other ones there are
it spawned for me from one of the roaming exhalations. i wanted to pull the wind tamer when it was up and stumbled into the named.
