I checked on Selos on Palik Agrolm and the spell shows it's level 14. Also prices are set based on your faction to the npc and your charisma.

I went to EC to purchase this spell but was unable to find this merchant. A much easier way to get to Firiona Vie is through the docks in Butcherblock Mtns. Go to the far left dock and hail the munchin who will teleport you. After a quick stop in somewhere I can't remember (sorry), you will be able to end up on the docks in Firiona Vie.
Just a heads up since nobody updated this. Don't try this anymore since the Cliff Golems took over the city. The towns folk moved deeper into the zone and you may not make it to them.

I bought this spell in the EC tunnel from the erudite merchant
I see too many enchanters getting killed trying to get this spell or pay too much for it in Bazaar. Although this spell is found in Firiona Vie as well as The Overthere, your much better off just going to the Eastern Commons. In the tunnel just like "The One and Only" Duladan said.
This spell is also available in the tunnel in the East Commonlands from an Erudin merchant named Rushka Deklamoor. Seemed like an amiable enough chap and sold it to Fiskin (gnome enchanter) for a bit under 12 plat. A real deal considering the alternative of a long trip to Kunark and the elf outpost at Firiona Vie!
