I checked the East Commonlands tunnel and Rushka Deklamoor is not currently in the Ragefire progression server as of today.
I'm assuming he will be added later on in the progression.

I looked for him today and he was no where to be found on the Fippy Darkpaw progression server. He must be added in later expansions.
Loc is -1580, -2520. +35.
He doesn't sell Velocity, by the way. Easiest way to get to him is hail Magus Alaria in guild lobby, tell her Nedaria and then when you get there, turn around and tell Magus Wenla "Commonlands". He ports you right to the wanderers camp, and the vendor is a few feet away from where you land.

Due to a spell glitch this mob has been permakilled as of 7/10/03. They have to fix the new pet buff spell, then he will be back. So no mass enchant spells for us enchanters. Stupid mages messing the game up for the rest of us.

Doesn't take too much effort to find him. I don't know the EXACT LOCATION. He is in the shady area of the tunnel in the southern edge of East Commons.

People kept clicking him and he kept saying he was busy. We all go so tired of we attacked him. There were about 20 of us ranging from level 8 - 59. We ran all ove EC from him. He took out a 54 Orge warrior with only taking 30 points of damage. He hits harder than a dragon. He also summons you and then casts on you. He resists almost ever spell and he runs fast. Do not attempt to attack this merchant.
