Aye, look up Bag of the Tinkerers... Its a 100% WR bag bought by some1 in there for 4k obo. So not really a quest just a faction thing so you can get spell and the bag if in need of WR
This spell is also available from A ClockWork Merchant in Ak Anon. Location is pos1072, neg1036 - same room as Tergon Brendlog.
