Make sure you are a Barbarian and you are using the "Northman" Forge in Halas. There are several forges. My Human Enchanter tried to make this and got the message "Only Barbarians may use this Forge".

Second time something similar to this has happened to me. Gathered all items, spent lots of pp, etc., only to discover a detail like this.....Oh well, I'm learning..(grrrrr)....
