Don't try to craft this on progression server until at least Velious. Even then, I don't know if it's craftable until a later expansion.

yet again the rangers get overlooked...SC fades sometimes within a mere couple seconds on me ....guess we dont need this huh?

I think that is because these spells seem to have three outcomes:

1.Fizz
2.Partial SC (a small percentage of the proper timer)
3.Total SC

I trained loads due to point 2, SC drops in the middle of crowd of mobs and I warp to zone like possed wolf.
