Was not able to get any other dialogue out of Rephas even at Ally faction.
Was able to buy the Rat Ears in unlimited supply from Katha Firespinner in Commonlands.

On the new Fippy server, I'm getting acquainted with these newbie quests.

Well, as you all know the commonlands merged, so the rat ears are now sold still by Katha Firespinner, but shes located west village #1.. in the commonlands, took me an hour to figure this out with no tracker.. lol

Buyable components in East Commons! This quest rocks!
I got my Arcane Scientists faction from indifferent to MAX ally in 20 stacks. That's one trip, no matter how bad your faction is. It cost me a total of 4pp for those stacks, and I simultaneously raised my Knights of Truth faction from scowling to dubious. My FP Militia faction was already max KoS, so no harm there.

I just did this quest with my newbie Ranger char and the grilled rat ears he gave back were *not* lore and they stacked. They were edible as the description says, just not lore.
The rewards I received from him for in turn giving him back the grilled rat ears were mostly tattered sandals and fish scales (he must spend all his time fishing from there on the dock), along with the spells Weaken and Lull (much less common reward than the junk, as one would expect).

How an Iksar monk (lvl 27) can do this:
1) buy about 2-10 stacks of rat ears in EC at the vendor.
2) get someone to invis you, move into position behind the mob, and make sure sneak is working
3) drop invis, turn in 1 rat ear at a time, you will receive faction and exp.
4) give the grilled rat ear that he gives you back to him for another hit of faction and exp.
5) Drop any other items onto the ground (most common reward is fish scales (about 2/3 of the time).
It took me 2 stacks of rat ears to go from KoS to dubious with him in wolf form (without wolf form I am still threatening). Hopefully this will get me non-kos with the Knights of Truth (which is the big reason that I'm doing this quest).
At the end of 5 stacks, I'm up to amiable in wolf form, and dubious without wolf form. Somewhere around 10 stacks I hit "kindly considers you". Stack twelve got "Arcane Scientists" to maximum improvement (while Rephas is still only "kindly").
The amount of experience from this quest is neglible at level 27 (maybe 1/3 blue per 8 stacks of rat ears).

Baking sprits are apparently available from Karn Tassen and Voleen Tassen in Voleen's Fine Baked Goods in South Qeynos.
Okies I thought this quest wqould help me outta the hole with Freeport....Well guess what?? NOT!!! This quest lowers faction with freeport militia!! Please correct this. I handed in almost a stack of rat ears before I noticed =\ No more trusting allakhazam =(

If you're already KoS to fp militia, the tried and true method of getting back into their good graces is to slaughter gnolls and orcs in highpass. (yes, zones and zones away)
Save their scalps until you are able to turn them in to the guards for faction. (see highpass quests for the respective guard names)
these give all + faction, including FP militia.
Once you've done that, you might scoot down to the basement of Highkeep and either kill the goblins, or buy up their ears from those already camping them. These give the same faction hits but more total points of faction.
Anything you can do to get to dubious with FP militia will let you do the orc pawn pick quest in East FP. It's tedious, but a guaranteed method, and doesn't require any special talents or abilities. If you can't kill orc pawns.. well.. faction isn't your only problem. ;)

KILLING him does the reverse (raise opal raise militia, lower arcane lower knights) So if your knights and arcane are high, killing him is a good way to get non kos with militia. My druid got from like threaten to amiable that way while only getting to dubious with arcane.

you can but rat ears in East Commons from the erudite vendor near the inn closest to the West Commons zone
The quest description above says that Arcane Scientist and Knights of Truth faction are raised with this quest...yet the column on the left shows that they are LOWERED.
Which is it? I'm trying to get my faction up with Arcane Scientists so I can buy spells there.
Also, it would appear from looking at the NPCs that the Caster guild NPCs are on both Knights of Truth AND Arcane Scientist. If I raise my Knights of Truth faction up high enough will that be good enough?
I've killed probably 200 DF Orcs and have turned in nearly 30 DF Belts and they haven't budged off of dubious for me.
Ideas?

You can NOT use flour from East Commons to make the pie!!!
I had just got the plat ring from Befallen (last one needed) so I grabbed some flour from the Commons in case I couldn't find any in Qeynos. When I got to Qeynos and tried to make the pie, it wouldn't work.
I tried everything - oven rather than mixing bow; 1 giant rat ear vs 2 regular ones; camped to check the quest here to make sure I had the recipe right; even handed the rat ears into Rephas to make sure the recipe was listed crrectly here!
Turns out that while they are both called "cup of flour" they are different items. One weighs 0.1 and the other weighs 0.2 and they don't stack together.
Everything you need to make the pie (flour, baking spirits and mixing bowl) can be boutght in Qeynos in a building just North of the Fish Ale Tavern (along with the Kalish you need to turn in with the pie to get the Paw container I believe)

Uhhhh... From everything I've seen, you're supposed to combine all the ingredients in the mixing bowl, which will give you an "uncooked rat ear pie." THEN you put the uncooked pie in the oven/spit. That would certainly explain any invalid combines... Hope this helps.

To make the questreal easy you dont need to do the quest at all just have a baking skill of about 10-15 and with the ingredients (2rat ears or 1 giant rat ear, baking spirits, and a cup of flour.

I heard from a high lvl Druid that if you give him the result of Giant Rat Ear + Cup of Flour + Baking Spirits, that he will cook it for you?

Baking it however is a whole nother story...
I think that's what takes the higher skill, because at 30ish skill, I couldn't bake them... So I'm not sure what skill baking them requires

Well the easiest way to get the paw container is to kill Vin Moltor in the qeynos aqueducts ... and PRESTO!! he drops a paw shaped container.
