This was the third solo task in the pre-House of Thule task line called "In The Absence of Fear". This was an Achievement granted upon completing the following tasks:

It is available at all levels. You say, 'Hail, Jamie Meerson' Jamie Meerson says 'This is it! The moment I've been [waiting] for. Freeport will be mine, and then all of Norrath!' You say, 'Waiting for what?' Jamie Meerson says 'Well, I am a mastermind, a genius. I know I could conquer this world with my intellect, but I've always been haunted by the fear. I mean, people won't take kindly to my iron-fisted rule, and I was afraid I'd get hurt along the way. Lately, I've realized I have nothing to fear. I'm [ready] now!' You say, 'Ready?' Jamie Meerson says 'Freeport is already doomed! My plan has been set into motion! You may start kissing my feet now, if you like. Hah-hah-hah!' Find the explosive devices 0/3 (West Freeport) These are ground spawns in West Freeport. They look like lanterns laying on their sides. Known locations: +10, -415, 0 -510, -140, -450 Interrogate Jamie 0/1 (West Freeport) You say, 'Hail, Jamie Meerson' Jamie Meerson says 'So you've discovered my genius fire-bombs! No matter. I've already released deadly animals into Freeport! The bodies are already lining the docks, I imagine. You can't kill them all, hero!' Slay the dangerous animals at the docks 0/3 (East Freeport) Kill 3x "a dangerous animal" in East Freeport along the docks (many spawn points). Interrogate Jamie 0/1 (West Freeport) You say, 'Hail, Jamie Meerson' Jamie Meerson says 'Impressive so far, to have foiled my schemes. But you didn't count on me having a hostage! Put that weapon away, or he's dead! You can try to rescue him. You will not succeed.' Rescue Jamie's Hostage 0/1 (West Freeport) Hail Jamie`s Hostage at location -120, -590. You say, 'Hail, Jamie`s hostage' Jamie`s hostage says 'Some strange little man threw some rope at me and proclaimed me his prisoner. He was making me a little nervous, so I tied my hands up loosely to humor him, but as soon as he left I threw the rope away. Would you get him to leave me alone?' Interrogate Jamie 0/1 (West Freeport) You say, 'Hail, Jamie Meerson' Jamie Meerson says 'A worthy opponent. You've freed the hostage, slain my deadly beasts, and stopped the explosive fire bombs I devised. Well done! However, I have already set my plan into motion to poison Freeports water supply! This is the end of the road for you, and for Freeport. Soon, it will be mine.' Find the Poisoned Water by the Canal 0/1 (East Freeport) This is a ground spawn in East Freeport (looks like a blue bottle on it's side). Location: -1300, -480. Give the poisoned water to Jamie 0/1 (West Freeport) Speak to Jamie 0/1 (West Freeport) You say, 'Hail, Jamie Meerson' Jamie Meerson says 'I see you've given up. Your gift of a beverage will grant you a small mercy. I shall only kill you - wait, what's happening? I feel dizzy. What? You've poisoned me? Spare me! I'll give you everything I have. I think I'm going to pass out.' Jamie's ridiculous plans have been stopped, his assets confiscated, and the authorities have been alerted. He is no longer a threat to anyone, not even himself. I have confirmed that the Poisoned Water can be pre-looted, thus avoiding one trip back and forth between West and East Freeport. I grabbed one of the groundspawns while I was in East Freeport to kill Dangerous Animals, the I continued through the quest until I reached the step to Find the Poisoned Water by the Canal, then I put the Poisoned Water in a trade window and canceled and got update for that step.

my friend put it the best way ever / facing east from main gate -- take bout 10 steps more east, turn right take 4 steps, facing east take bout another 20 steps --- voila

btw- the Explosive Device respawns within a minute; you can nab one and wait for the next spawn(s) without having to trot around Freeport looking for them. you don't do anything with them, so you just end up deleting them.
i saw 2 places for the Poisoned Water so i marked my map with them; you only need one
