Plane of Time: Phase 4, Tallon Zek

Tallon Zek is one of four encounters in Phase Four of the Plane of Time raid expedition. He is tethered a short distance from his area. (Be careful not to aggro Vallon Zek!)
Tallon Zek says 'I hope you have lived your life with no regrets, for now it shall come to an end!' Tallon Zek hits for a max 3,040; rampages for full damage. He has a number of spell effects to concern yourself with. The first two are his AEs: Tallon's Balance: PB AE 300', Unresistable (-100) 1: Decrease All Resists by 300 Planeshift: PB AE 300', Magic (-200) 1: Increase Spell Mana Cost by 50% 2: Limit: Combat Skills Not Allowed He also procs the spell "Strategic Blow": Strategic Blow: Single Target, Cold (-200) 2: Decrease HP when cast by 2000 3: Decrease Hitpoints by 500 per tick 4: Stun(0.50 sec) And casts Barbs of Tallon on people throughout the entire event: Barb of Tallon: Targeted AE 50', Fire (-100) 1: Decrease Hitpoints by 1500 to 3500 (random) Barb of Tallon: Targeted AE 30', Disease (-100) 1: Decrease Hitpoints by 300 per tick 2: Decrease AC by 150 3: Decrease Agro Multiplier by 60% Barb of Tallon: Targeted AE 30', Cold (-100) 1: Decrease HP when cast by 1250 to 2750 (random) 3: Decrease Attack Speed by 40% 4: Decrease Movement by 40% Barb of Tallon: Single Target, Poison (-100) 1: Decrease Hitpoints by 1750 to 3500 (random) That's it; no adds with this event. Tallon Zek has been slain by _____! Tallon Zek's corpse says 'Foolish mortals, you know not what you do. Continue on this path and you shall lead us all to destruction!' Loot from this event includes three items from this list: Amulet of Crystal Dreams Band of Prismatic Focus Bracer of Precision Circlet of Flowing Time Cloak of the Falling Skies Hopebringer Mantle of Deadly Precision Serpent of Vindication Tactician's Shield Winged Storm Boots If this is the last of the four gods killed in Phase Four, you will see this exchange between the remaining gods... Rallos Zek says, 'Something is wrong. I feel Tallon and Vallon's spirits have weakened.' Innoruuk says, 'Don't be a fool, that is just from giving a part of themselves to the bond on Zebuxoruk.' Cazic Thule says, 'No. It is more than that, I can feel the force of Terris has been drained as well.' Bertoxxulous says, 'This is not possible, could mortals have reached us here? Call in our armies, we are too weak to fight now.' Innoruuk says, 'You are all incompetent! I knew you all could not be trusted. If we are defeated in our weakened state, I do not know if we will be able to coalesce again. I will never forgive you all for what has transpired today!' Rallos Zek says, 'Now is not the time to bicker! We must focus our strength on these puny mortals! Minions of the army, come to our sides. Your gods beckon you, we need you now!' With a sudden jolt the wall comes into crystal clear focus. As the path before you opens up in a swirl of mystical energy, the faded image of an hourglass appears. You have four additional hours. ...And Phase Five will be open to you. You can enter it by clicking on the artifact in front of the Zek Brothers' chamber. This guide says he AE ramps but from my experience and other's I've checked with this is not the case.

the Fabled tactics version also casts:
Fabled Poisoned Flames
1: Increase Poison Counter by 18
2: Decrease Hitpoints by 1000 per tick
3: Decrease Mana by 250 per tick
Audio Trigger text pattern: Poison flames burn across your body.
This is curable with pureblood (cleric/druid), blood of nadox (shaman), disinfecting aura (shaman), Word of Viv. (Cleric), potameid (ranger), and crusader (paladin)... there are some other spells that could cure it, but this should cover the basics. =)
