Norrath's Keepers: Sudden Tremors

It is a group mission (3-6 players) that begins with Kanetheus Forestwalker (click for map image) in the Norrath's Keepers camp of the Lavastorm Mountains. Pre-requisites for requesting: - Minimum Level 59 - Minimum "warmly" faction with Norrath's Keepers Hail him to get a quest selection window pop-up. You have been assigned the task 'Sudden Tremors'. We have recently received word that while a crew of ours was excavating a site in The Ascent they uncovered a chest. We could use your help to find out what's inside of it and bring it back to us. Note: This group mission scales to your group's level. The highest is 68+, outlined here. 
Touch the cave entrance to The Ascent 0/1 (The Broodlands) The entrance will be marked on your compass. It's found in the snowy mountain area west of the non-instanced entrance to Stillmoon Temple. Locate and open the chest 0/1 (The Ascent) "a runed chest" is in the upper half of the zone at /loc 5675, 1425 (downhill from where you zone in, partially hidden among some rocks). The chest slowly opens to reveal its contents. The ground shakes violently as you hear enormous pounding from above. Loot an "Ancient Note of Runes". Discover the cause of the disturbance 0/1 (The Ascent) You continue getting the "ground shakes violently" message. Work your way up to the top of the mountain where the task updates. Defeat the Ancient Golem 0/1 (The Ascent) This mob is in the main clearing at the top of the zone. It hits for a max ~800 (no rampage; no flurry); has ~100,000 hitpoints; and summons. Deliver the note to Bianca Galbraith 0/1 (Lavastorm Mountains) The mobs in this instance respawn, so it may be easier if the looter is able to gate out and return to Lavastorm Mountains for the hand in: You have done us a just favor and your deeds will not be forgotten. Rewards: Up to 38 Radiant Crystals (number varies according to group's level) 1x "Norrath's Keepers Token" (faction turn-in item) | ||||||||||||||||||||||||||||||||||||||||||||||||||||||

I can confirm you can't request this task in tier 2 with amiable faction yet.
Just got kindly and still can't get this so guessing you need to be tier 3 or higher.
T4+Kindly and cannot request this task

The chest is located near the Click to Lower Half zoneline on most maps.
the chest is "a runed chest"
containing and Ancient Note of Runes, which you turn in for the crystals to Bianca Galbraith
