When I killed 15th Nokk mobs for Akins#1, a message in yellow says
Akins is utterly enthralled by your experiences and hopes you will learn more and listen to his tale of the spirit who haunts Crescent Reach when you grow stronger. [Mininum level require of 20]
ZAM says level 18, I dinged level 20 when Akin#1 was done, was not able to verify
May need someone to verify that in the future

This is the first task in a series of six. The tasks must be completed in order, and may be repeated after completion.
This task begins with Akins in Crescent Reach. You say, 'Hail, Akins' Akins says 'Say, do you frighten easily my friend? As much as I hate to admit it, I'm quite timid for someone who has an unhealthy fascination with the afterlife. I thrive on ghost stories and learning about the spirits of those who have [passed] on, including ones in Crescent Reach.' You say, 'Passed on?' Akins says 'Yes, there are undead in Crescent Reach. It seems they stay close to the catacombs in the Hollow and Gekkdar's Haunt on the third level. I'd like to learn more about them and how resilient they are. I believe you might benefit from learning how to fight them too. I might have a reward for you and some inside information about a great spirit here if you wish to [learn] it.' You say, 'I wish to learn.' You have been assigned the task 'Things Go Bump in the Night: The Catacombs'. Akins says 'Wonderful! The catacombs are in the Hollow just past the farm. The ogres used to bury their dead there and they seem to be taking over the area.' You must kill 15 mobs with the name Nokk in it (any will do). You can find them north of the farmhouse. You receive your reward once they are dead: Your task 'Things Go Bump in the Night: The Catacombs' has been updated. I've been on edge lately, most definitely. It is not an easy thing to be so infatuated with ghosts and spirits and be completely petrified by them at the same time. I have uncovered some knowledge of a [spirit] in Crescent Reach that warrants closer investigation . . . the only problem is I'm too terrified to do it!' He is above Bartender Osaze. Look for the ramp to the left and behind the bartender.
Go up the ramp and find both Akins and the BrewerMaster.
No need to use the elevator.

Reward is 5 platinum, experience, Thought Elixir of the Council, and the below loot. I had to clear several a mummified corpse out, and then more Nokk showed up.

I got mobbed, but survived. So I'm not sure what came from what:
drops, my 27th shammy wasjust inside the #1 cave, Nokks.

mobs are: a mummified corpse, a skeletal ogre, a Nokk assasin, a Nokk elder, a Nokk spiritist, a Nokk soldier
I ran out of space in inventory, so this isn't everything:
Skeletal fingertip, Fine Steel Shortsword, Rotting Zomnbie Flesh, Bloodstone, Ogre Skeleton Skull, Zombie Skin, Fine Bone Powder, Weak Zombie Essence, Large Raw-hide Tunic, Large Raw-hide Gloves, Putrid Skeleton Bones, Fine Bone Chips, Foul Ichor RTesidue, Fine Steel Dagger.
I have screen dumps of the 3 armours if needed.

1) Confirmed - This npc is NOT tied to the Love is in the Air quests.
2) Confirmed - This NPC now requires you be 15+ to start his quest arc.
3) Confirmed - If you are grouped with someone who can quickly destroy the mobs you need to kill you will get full credit for killing them even if you get zero XP and do no damage to any mobs.
4) REQUIRES CONFIRMATION - This quest arc seems to now NO LONGER BE REPEATABLE!
Choose your reward carefully. My monk leveled from 15 to 26 in the time it took for me to get around to finishing the quest arc. I am unable to start the arc again, but I don't know if the monk is just too high to get the first quest or if the arc is a one-shot deal.

I have never even hailed the NPCs for love in the air, and was assigned Akins #1 at level 35 on 05/01/07 at 3:03PM EST
Confirm can't get this quest, level 11 Cleric. Atkins states "she is not the right level for this task". She has completed the "Love quest line.
My guess is that Atkins Quest Tag should be changed from (Quests 10+) to (Quests 15} because he doesn't start handing them out 'till level 15.

I have done all the Love In The Air quests (all 4 of them), and I can't get this quest though I'm lvl 14... It says "You are not at the right level for this task." What the...? Anybody else having this problem? (I was able to get this quest before with my beastlord at around the same level.)
Update:I was able to get this quest at level 15. Can somebody confirm this? (My toon is lvl 15 enc)

I was able to get this task on my level 10 druid about a month ago on Drusil Ro, but now it is not letting any of my level 10-13 toons do the task either. This seems to have changed about the time the Buried Sea came out.

This quest was given to my Troll Shadowknight at level 10. I can't yet even get the Love is in the Air quest, however, as the NPC tells me he has nothing for me (have to be level 15 to get that quest).

This is best done by a group. I had a lvl 12 and lvl 15 and they were still conning red. had a friend lvl 50+ healing us they were conning green and gray to him.
Atkins is located at - 1185, -1616, -54 in the bar above Fireheart Tavern on the 1st floor of cresent reach.
i am lvl 13 and they are all red still
You cannot do this quest at level 10. All the Nokks con red to me at 10.

It is confirmed that you have to finish The Love is in the air quests in order to unlock Aikens.
When I talked to Aikens with a new drakkin Paladin I'd made he gave her the quest at level 10, so the requirements have either changed or been broken...

Akins is on the loft above the brewers on the first floor of Crescent City, reached by a ramp at the back of the brewer's alcove.
