Total BS, Epics override casters ability to roll on something. If you do that Monks are gonna want to roll on it too. 1.0 wt "thats a monk item!". If your a caster it's easier to get better gear for your cloak, & for cheaper too. This should exclusivly go to bards, then warriors (I believe they need it for a Haste cloak) & you don't have any Bards or Warriors it can go to casters. However you that will never happen, just try Vox with no Bards or Warriors, you will be rolling to see who's corpse gets dragged out from under Vox 1st.
This is Bard (& maybe Warrior) loot get your greedy *** casting hands off of it.
And those of you who want it to sell, you should be banned from the game.

I am also a master [smith] of exotic materials such as dragon scales.' You say, 'Smith?' Karam Dragonforge says 'Dragon scales make terrific armor. I can make a [white dragonscale cloak] and [red dragonscale armor]. I have not seen any other colored dragon variants around. But if you see any, be sure to let me know. I would be interested in what can be made from their scales.' You say, 'Please make a white dragonscale cloak.' Karam Dragonforge says 'Hrmmm. A white dragonscale cloak eh? Hrmmm. Well, I will make you a deal. You can save me some footwork and I will craft your cloak. I want to propose to my [fiancee] but I have neither a [wedding ring] nor a [present] for her. So, return with a white dragon hide, parts for a [wedding ring], and a [present] for my fiancee, and I will fashion your cloak for you.' You say, 'Fiancee?' Karam Dragonforge says 'My fiancee... Platinum Trio Ring, Marquise Cut Alexandrite and Square Cut Black Sapphire are crafted by jewelers. Hand in those three items to Karam to receive your cloak if you are on a live server or on a progression server during Secrets of Faydwer or after. On progression servers before Secrets of Faydwer, you need to hand in White Dragon Hide and the enchanted versions of the following: Platinum Diamond Wedding Ring, Black Sapphire Platinum Necklace. How would you like to be a bard on a vox raid, the scale the last piece needed for your epic, and the scale goes to some caster so they can have some extra int and wis? Most casters on dragon raids should have broken the 200 int/wis anyways, and face it there will eventually (if not already) be a better caster cloak, but bards dont get much better than their epic.

However this cloak is a very nice item for ANY caster and you cannot do this raid w/o any casters. The bards that say it should be only awarded to bards are just outright greedy because it takes a couple well balanced groups to take down vox, and probably cant even raid vox w/o at least 2 clerics. I personally have only been on one vox raid and a couple scales dropped, I hear that one of the bards it was awarded too already had one, so I think that scale should have been rolled on by casters and no this is not a monk cloak.

On almost every raid that i've seen (Vox), bards have been able to roll on this only, cuz it's for epic. In my opinion, INT casters should be able to roll, too.

No way. The only time anyone but a Bard should roll on this is if there are no Bards there, or if they are on a second trip and already got it the first time. I'm saying this as a caster with no bard alts. My main character would love this item BUT how would you like going on a raid for an epic piece and having everyone that utilizes a certain stat rolling against you? Sorry, but where I am coming from we work towards ours and other peoples epics, not against them. Only way I'd take this is if out of the blue someone said hey let's go kill Vox. And again, that's still only if no bards were present.

I apologize for putting this here, but I couldn't post my response in the threads under the reward for this quest, the White Dragonscale Cloak.
A post in those threads claimed Vox cannot be taken without enchanters and openly questioned Bards use on any Vox raid. This was the reasoning this person had for letting everyone roll and not just Bards for the WDS. Well, this person has no idea what they are talking about. I participated in a Vox raid with NO enchanters present...and we took her down. She managed 2 complete heals but it didn't matter. Why? Well, we had a couple bards that's why. Our bards twisted mana drain on Vox and the resist song for the groups.
But people are correct, any item people can use should be open roll. However, when it comes to epic items there needs to be some kind of compromise. Maybe the Bards get a higher pool of numbers to roll on. Our raids also have a different twist to them. We invite high level Bards who have equivalent cloaks to the White DragonScale cloak to Permafrost when we raid Vox. If the WDS drops, we allow them to trade the cloak for the WDS. Then we roll of the cloak they brought to the casters. It's an excellent way to preserve epic quest items for those who need them.

Bards have the best element resist buff in the game. Why wouldn't you want one in you group, especially the primary tank group on a vox raid?

This is not used for warriors. Warriors need green and red scales, not white.

This is total BS, and you know it. Quillmane can be taken solo. If you want a WDS you need a large raid. Get a tracker friend to help you with Quillmane. Yes, it's horrible people want Quillmane's cloak because of levitate but show a little class. Besides, anyone who can take Lady Vox or Gorenaire in the first place with likely give preference to Bards anyway, whether by making it a Bard only roll or giving them some type of weighted number to increase their chances of winning.

I came here because this was the closest item I found to what I need info about. I have been looking everywhere for some info on the white dragonscale boots quest and all I know is it starts in skyshrine. These are by far the best boots a druid can find in game. I won't even comment on the stats to many to list 17 wis ect... but the effect is what I am really after flowing thought 2. I just completed the quest and quite frankly couldnt be happier to be done with it. Of 5 diamonds, really six attempts. I got one ring back. Thats within normal acceptable limits. Of the 4 Black Saphires - one necklace.
I will warn you that doing the Ogre War Maul quest puts you in jeopardy of completing this quest. Talked to him before and he would hail me. Afterwards he became apprehensive. I believe this was do to raising the Miner's 629 faction and nothing else. Other than that I just had to have a very trusted friend hand in the goodies for me. Grouped I recieved no expirience whatsoever, but I have my lovely cloak. AC 10 +9 Int +9 Wis +75 MANA +25 save vs cold. Fun to see people inspect you then blather about who'd you kill to get it. Whats it do, etc.

It's the diamond/jacinth/blue diamond/black sapphire level gem, that drops in the planes, from Sebilis, and a few select mobs around the game.

Come on this is a difficult quest at best considering your looking for 2 of the rarest and most difficult gems to work with in platinium as it is.
Gems cost anywhere from 1k-3kpp. Personally won't pay more than 1k myself. Others have given them to me. 20% success on either piece at 200 skill so the rest is simply having the Jeweler work on the Wisdom stat for the skill roll.
Good luck and wish me the same... Still working on mine.

I just completed this quest. You need a jeweler to make the 2 items. Blaken sapphire necklace and a diamond platinum wedding ring. with a skill of 200 the chance of making the item is 1-10 once you have these 2 items time to go kill lady Vox and hope she drop white dragon scales. Once you have these items run to rathe mountains to one of the inns were you will find the dwarf (karam Dragonforge) take a druid with you in case he dont like you and have druid turn you into a wolf. hail him and type the key words "white dragonscale cloak" hand him the 3 items and he will give you cloak.
