At the end of the previous quest, you were told to head to Katta Castellum and seek out Tilbok Furrunner. Tilbok Furrunner is located near the grave yard area and is inside a castle building along the 2nd floor. He is the Rogue guild leader.

You say, 'Hail, Tilbok Furrunner'

Tilbok Furrunner says 'Hello there, Limecherry. Pleasure to meet you, I am Governor Tilbok Furrunner. I am tasked with the gathering and security of information for the Concilium Universus, the ruling council of our fine city.'

Give him the Report to Tilbok.

Tilbok Furrunner reads through the report, hands you a small satchel then starts to explain, 'Finally news from Euzan. I knew that it would take a long time to get planted within Seru, but I still worried about their mission constantly. This report shows that you have earned trust from Euzan, so I in turn will show the same trust. Euzan and Torsten were placed in the city for information. They are deep undercover and risk their life everyday. Every person in that city is ingrained with the [purpose] of either destroying Katta or converting his people.'

Tilbok Furrunner says 'The teaching in the city is that Katta feigned his death to blame it on Seru. When in fact Seru actually poisoned Katta. The crusade that Seru leads is false and must be stopped. We must gain access to Seru's [chambers] and destroy him and show the city the truth.'

You say, 'What chambers?'

Tilbok Furrunner says 'We do not know much about Seru's Chamber, that is what we need you to find out. This will require great effort on your part. We need you to infiltrate Sanctus Seru and bring back reports from each Consillium. I do not know who will have these reports, and I have only heard rumor that they exist. Return to me with the Satchel full, and your Etched Earring.'

From here, go back to Sanctus Seru and proceed to kill...

On the 3rd floor in each of the 4 main Guild buildings. Each kill is HUGE faction hits and will most likely make you KoS to that Guilds Faction. All dual wield and double attack for 150 on the average and 177 seemed to be the max.

Loot a Concillium Report from each and combine in the Report Satchel to craft a Full Satchel.

Return to Tilbok Furrunner and give him Etched Earring of Veracity and the Full Satchel.


Tilbok Furrunner says 'According to these reports Seru resides in a building called the Arx Seru. It is the large complex in the center of the four Praesertum Consillium. We must take [action] now. Do not underestimate the power of Sanctus Seru for what they do they feel is right.'

just finished the frist 3 parts of this quest. frist one Lictor of the hearth was quick frist ten mins i got the report then the 2nd one took me couple days to get, and the third took about a hour, and now im on the last segment doing Custos Armorum's Note im doing the quest in order like alla states lic , vig's sig's just in case someone would like to know Lots of peeps dont get info like this and just asume everbody knows what is happening as you do your quest.

There is a place in each building where you can click on the wall and it pops you behind the wall. Inside each of these are more of the mobs that you need to kill (A Lictor of the Heart, A Vigilum Cohortis, A Signiferi of the Hand, A Custos Armorum) instead of just the two in each building that you can see plainly. Below are the locations to where you click behind the wall.

Ok. These's are the factions that i am after i got all 4 report's.. NOTE:I WAS ALLY TO EVERYONE BEFORE I STARTED KILLING EXCEPT VIGIL. I WAS AMIABLY.[ Custos; I killed 19 of them and I am warmly.
Signi; I killed 26 of them and I am amiably.
Lictor; I killed 9 and i am ally.
Vigil; I killed 8 and I am dubiously.
I am a human paladin. if that makes a difference.

About 8 hours to do this and step 4

Took me about 8 hours yesterday to complete this and step 4 with group of level 76 toons.

Limecherry's notes certainly helped. The Hand mobs were noticeably tougher, but still pretty easy for the group. The Hand mobs also appeared to group up to 3 in a room, which could pose problems for groups at lower levels.

Each report took from 1 to 2 hours to drop, except for the Hand report, which luckily dropped after about 5 kills.

I decided to do this quest yet again for my friend.
As of October 23rd and 24th, I have cleared each house of every single thing inside of it 4 times in a row today. Yesterday I cleared all houses 8 times in a row. And by every single thing, I mean anything with hitpoints. Every single NPC, Every single GM, Everything. Not a single report dropped.
Are they bugged because of TBS Expansion? Or nerfed Ulta-Rare drop now?
Any ideas?

You were just cursed with bad drop rates. I do this quest for all new toons I create at lvl 1. Sometimes the drops as your aving are rare. I once went 4 days w/o seeing one. On others I see a few of them drop per building.

...is good, but one thing is not right. The lictor of the heart may be see invis. I will wager the chances of one being see-invis are MUCH smaller though, since I only saw one of them seeing invis, and there were plenty of them.

You sir are an idiot to the extreme. Does everyeone forget that this is a LUCLIN quest. PRE-Pop, PRE-GOD. This earring was the epitomy of badassedness back in the days. Hence why it was so hard to obtain. Luclin being the last expansion Verant had any involvent in. Verant made this game. SOE killed it. All SoE does is recycled crap. Throw some mobs at you, give you 15 minutes to kill them, get a flag, etc. 72 people to get 2-3 drops (okay 5-6 in P1 of time if your at that point). Verant, no flagging, just lots of fun quests. Dont compare anything to time loot if its pre-pop. And yeah i'm in time.

Sorry for the lack of follow up information since I submited this.. here is more details you might find useful.

General Report Hunting Information:
-All report droping MOBs Summon, Death walk at 10%-20% life,  
duel wield, cast spells and can be mezed. 
-None of the mobs can be lulled or Pacified so Feign death  
pulling helps but isn't required. 
-Report drop rate is 1 in 35 on Heart and Shoulder camps,  
1 in 50 in Eye camp and 1-60 on Hand camp or there abouts.   
This is purely based on personal experience.


-=Concillium Report (Heart)=-
Loc: South-East Pyramid Structure. (Bottom right on zone map)
A Lictor of the Heart - Probably the easiest of the 4 camps. There are 2 types of Lvl 60 High-Elf mobs, Enchanters and Paladins. Palys duel-wield, stun, LoH, and heal themselves a bit. Chanters have full range of spells, root, mez, charm, fear, suffocate, gravity flux, minor nukes but have less hp than palys. Neither of these mobs See-Invis.
This camp is also easier than the others because you can single pull and rooms only have 1-2 mobs in them.

-=Concillium Report (Eye)=-
Loc: North-East Pyramid Structure. (Top right on zone map)
A Vigilum Cohortis - This is probably the second easiest of the camps to hold but breaking is tough.. Here's why, For starters, the bottom floor of this structure is guarded by a level 60 See-Invis guard that hits for around 250-307 and is highly magic resistant. (can be disease slowed) This mob is on a different faction than the regular bottom floor guards so you can single pull him to behind the entire structure by just invising and agroing him from afar. Train the mob outside and a far distance away then have your crew run in invised to camp. Then FD after a safe distance.
Once you get to the 3rd floor, random mobs see invis but most do not and you'll have to break into camp. The Eye camp is notoriously long because of 1 reason. Only 6 "A Vigilum Cohortis"'s are up at any one time. (2 at the 3rd level portals, 2 at the below level portals and 2 directly in front of Praesertum Rhugol's room). This is why this camp can take 7-15 hours+ to drop a single report. But, there is a light at the end of the tunnel. All three times the report has dropped for me, it was from a "A Vigilum Cohortis" that only had 1 weapon in hand. But don't get excited if you see one with only 1 weapon, we killed about 12 1-weaponed mobs and still only 3 dropped.
With that information, Two types of mobs here, Rangers and Druids. Expect to get a few of Dots, Fire-based nukes and Lightening-based spells while the druids love to root, stun and heal. These mobs tend to have a tad bit less hit points than the other camps but you probably won't notice. Chanters/Bards are recommended for this camp.
The two named in both rooms next to the portals are more of nusience and on a different spawn timer system. They don't drop reports. Named Gnome is lvl 65 but is underconned.
FYI, A Vigilum Centrio does not drop the report.

-=Concillium Report (Shoulder)=-
Loc: North-West Pyramid Structure. (Top left on zone map)
A Custos Armorum - This would be your third hardest camp to deal with as the level of the mobs are 60-63. Their hitpoints are the same as that of the Shoulder but they can hit a tad harder. 197 instead of the standard 177). There are 4 types of mobs here; Warriors, Mages (no pets) Paladins and Clerics. The paladins stun and lightly heal themselves. The clerics (generally gnome females) rarely CH but love to dispell you and themselves periodically during the fight. Warriors have a few more hitpoints and (in my experience) are the mobs that hit harder. The mages love to fire-base nuke and cast all sorts of spells on you and have a tad fewer hp than normal mobs.
This is also the only camp you won't be able to pull the top portal mobs and drag them through portal. They agro the yellow con guild leaders of the 3rd level to their aid. To attack these, you'll have to kill them at their spawn points. Snare/snare/snare is a must and keep your tanks HP above 40% at all times to prevent low hp agro.

Loc: South-West Pyramid Structure. (Bottom left on zone map)
A Signiferi of the Hand - Most are Yellow to lvl 65, see invis but rarely have duel weilding characters. Their resists are higher cause of the level difference. More information as I progress.
This report is notorious for being the bottleneck of the quest as they seem to drop drastically fewer here.
Speaking of which, these mobs are drastically under-coned for level 66

Any more info on the Hand? have you finished this quest yet? i am just starting on this part and was wondering on your experiences so far. its like an unfinished book, you cant wait to get to the ending.

Excellent post Limecherry! Thank you for the great information. I went there last night with several groups and did the Heart and Eye buildings.

We got one report from the Heart building, but none from the Eye. all in all, a good trip for our first time.

The only problem we had was extreme lag. Has anyone experienced lag while raiding in seru? I've never had the lag just doing running around, but last night was horrid.

Sanctus Seru is a dismally laggy zone. Zoning in (at least on Test server) takes several minutes, lag spikes can be 20 seconds or more, casting of spells is often interrupted ebcause the cast time becomes huge (normal cast time plus the lag spike time). Moving anytime in between interrupts the spells.

for the Earring Quest, does this make you KOS in ALL of Santus Serru or just that particular guild?

Was wondering, but when you say move to the next guild to take on the next GM, while running to that particular guild, will you be attacked by the guards/people of SS?

Yes you will become very KOS to everyone in SS. If you drop Invis while running to tower you will get aggro from anyone out there at the time.

Was in SSeru today and was getting the repots for the third part, ranger was tanking while the mage and I would nuke it down, interestingly enough, we got over to the A Sigiferi of the Hand guys and they were yellow to us, thought they were all level 60?

Group of us (60 war, 60 cler, 61 chanter, 64 wiz, and 62 monk) had no problem killing A Custos Armorum. Took a few false starts getting single pulls, and learning the safe spots etc, but we managed it ok.

So far we killed maybe 20 mobs in two brief nights, and are ready to giving up. I'm not sure why SOE needs all these time sinks - I mean, hours and hours of killing lvl 60 mobs to get an ac 3 and 3 to a bunch of stats earring? Uh... nice risk versus reward heh.

I am going to completely ignore ur comparison to time-loot and how this earring is not worth it because I just saw which guild you run with =)

Sseru has some of the BEST twink gear in the entire game of everquest.
Atleast it was for me, The Heavy Yttrium Breastplate when I got it had NO Level Req/Rec. As well asmany of his other loot. This earring has no Level Req/Rec. And look at the stats. White Dragon Helm, Blade of Carnage, Velium Encrusted Gaunts/Mith Boots-Helm. They got nice stats, but not as nice as this baby.

Now they might have put a Req/Rec on it or the quest. I don't know, I did this when I ran with Township on Stormhammer when luclin first came out. Im too lazy to check if they have nerfed it, so hold ur flaming!

I think you like a person above are vastly understimating the value of 25ac on an earring. You have to get well past a Time gear level to see many 25 ac earrings. I'd gladly pick this earring over a P1 earring. Inny's ear, sure, that's better. Clicky resist = pwn. But you have two ear slots anyway.

How can you compare this quest to Time loot?

Let's see... get into a Time-enabled guild, attend an asston of raids to get backflagged and all the DKP you'll need, or, get a group of friends to help you camp an easy quest.

I don't know if this or new or not but A Lictor of the Heart charms. I was there with mage, shaman, and chanter using his pet as tank and they cahrmed itand kicked the **** out of us.

The charmed lasted till all of us were dead which was a while.

Hi,
Went and did the first 2 of the ring quests today thinking this was not going to be all that hard. I ws mistaken, The NPC that are listed at level 60 here are RED to me at 61 so I decidied to wait till i get a guild group there to kill them. Just thought everyone would like to know that little piece of info.

Heh well I killed some more and then my faction became KoS and it was just a nightmare from there, got killed by adds everytime. Lvl 66 guildmasters are bad!
