He is closer to the foreman than the herbalist ran wasted a bunch of time running around by the herbalist house
Down by herbalist's hut in Chardok. Woodman's posted /loc is correct "Found him today 10-25-2003 0930 pst. 519.53, -95.12, -289.33. Where all the slaves are."

I just found this guy today. I warn you: unless you are insanely awesome with pacify and invis and invis undead, I suggest bringing another person or two with you.
This little guy spawns right close to the herbalist house where the necro epic piece drops. If you look at the map look for the house in the lower part of Chardok. The rat is right nearby by a bunch of other slaves. The other locations posted are correct.

Seen him before in the slavers pit and was able to paci most of the way in. DA jumped and none of the aggroed mobs followed me down the little guy wasnt up. Anyone know what his respawn time is?

Niblek is indeed part of the VP Key Quest. He is located normally at pos500 neg100, which is the lower side of Chardok. I think he requires two gems, a Black Sapphire and a Ruby. I don't remember, it was a ways back.
