She lives in Wakening Lands, which houses the entrance to Tunare's plane, Plane of Growth. Could be seen as Tunare's bouncer :)
EQ2 lore states that Wuoshi was blessed by Tunare before she left Norrath, so the two ladies probably are BFFs.

This Dragon spawns far more often than 7 days. My latest 2 kills were 3 days 10 hours apart. seems to fit in the normal dragon 72- 84 hour spawn timer. dropped 3 scales. 2 bows and the blades of luclin. I use the scales to convert into the bp's and then tribute them
edit - had to post this. I killed wuoshi on 11/18 2013 at 19:07. then I kept checking 3 + days later and eventually gave up on 11/22 at 9:53. Later I logged on and wuoshi was up on 11/22 at 14:48. So spawn time was at least 3 days 14 hours 46 minutes - if it popped immediately after I camped.

Edit - killed on 4/7 at 18:38, checked several times on 4/10 in the evening and 4/11 in the morning. last check was at 9:49 AM ( that's 3 days 15 hours 11 minutes) so I figured I missed it. but when I happen to go back at 1557 it was up. so spawn timer can be at least 3d15h11m.

On a 7-day timer. No PH. Spawns just to the North, right next to the Dragon Portal.
73 NEC + pet + healer merc did this. Healer was at about 20% mana at the end.

easy solo today with my 70 sk...2150 ac 11k hp unbuffed...good resists w/ dwerium. she casted spells til about 40 % (all of whicih i resisted) then at 40 i guess she went oom because he started meleeing. ran at 20 %...HT'd..dead.

bazaar geared, 5k hp 7k mana unbuffed, 70 rogue pet with full summoned plus extra back and range item, cheap junk. 185aa, lots of pet aas. pulled and healed pet, was easy fight, i pulled with annul and annuled like 5 more times during fight. i got kinda bored and decided to go belly up with it to land a pyre of mori, then ran back out and clicked a heal pot hehe.
dropped 2 scims, 1 nd bow, and 3 emerald scales, nothing else, 1 scim and bow rotted on corpse.
no spells landed on me, but i did click infusion of faithful before pulling...
overall id have to say wuoshi was easier to pet tank then severilous in EJ, even with infusion, sev was able to fear me once.
if you plan on taking down mobs that summon, best to invest in some pet gear, get stuff for every slot, all the plate for visible slots, the caster summoned for ear, finger, neck, shoulder, wrist. and then find a cheap 100p ish back item and range item to fully complement pet. ive had mages tell me they didnt realize necro pets were so strong, if you bling out jobober he will love ya for it:)

wuoshi dropped 2 of the scims, the skydarkner bow, 3 emerald scales and nothing else, the bow and one of the scims rotted on corpse.
pet had full summoned armor on, tem and MR buff, at beginning of fight i used wake of dead to add to damage, but wuoshi was pretty easy, just heal pet. was lev 70 rogue pet.

Duoed with 72 Wiz and 69 Clr, dropped CBoL, SotED, Bow, Shield and Scales x2. Just Conviction on the Wiz besides self buffs. Popped Infusion, ran underneath him and chain nuked with Firebane. Casted 3 HoTs or so. Resisted everything he had. Worst part was when he ran at 5%. Had to run ahead of him and lead him into nuke.
I have been scrolling for about 45 minutes now and still can not find a Spawn time.

Spawn Point .. Druid/Wiz Ring .. good info.
Don't really care if your Grandma can solo it in a Wheelchair ... everyone kills differently .. not everyone is Raid geared .. not everyone buy's truck loads of Plat online to equip their toons.

Duo'd today with my 68 Beastie and hubby's 66 Cleric. We were hoping for the Crescent sword drop for an alt of hubby's. I popped Infusion of the Faithfull vet aa to max all my resists, but Cleric doesnt have that vet aa so every few secs the Cleric was getting feared.......a few times I thought I was a goner or that my pet was but the fear AE doesnt last long so gave Cleric time to run back and get off a heal just before being feared again lol

Got jumped last night by this charming dragon (pun intended) when zoning my lvl 60 wizard into WL to give my Sister's (lvl 70 460ish AA's) Ranga a punt home. She came to my rescue, and proceeded to pwn said dragon. I watched..took screenshots....and ran screaming lika leetle girl (hey I was feared). Did not help because my nukes would not land on this wizard hating beast. Sis mostly melee'd Wuoshi only managing to land a few of the nukes and used mana mostly to self heal.

if i am indifferent to all other dragons like the ones in western wastes, will i be indifferent to woushi?
Some notes on ol' wushi wushi. First off, a word to the wise wizzys and druids out there porting to WL... he sometimes is waiting there at the portal! Happened to me last night, Woushi was camping the portal, ended up dying 3 times on my 48 Wiz.
A 70 Necro came with me to solo him but apparently you cant land dots on Woushi so he couldnt do it. So keep that in mind.
And finally, there are other types of spells he casts now besides what is listed here, i dont remember specifically but one was a 650 dmg nuke, and the other was a root.

Just to clarify your comments...
Wuoshi spawns in the area of the portal. She wasn't camping the portal, it is her spawn point.
Woushi follows the regular "dragon rules" in that you have to be in melee range to land spells on her. I have landed level 65 druid, level 65 shaman and level 65 necro dots. Your friend might have been out of melee range or had really bad luck on resists.
Woushi is also a druid. So in addition to her two special effects, she has the whole range of druid spells up to level 60 (since 60 was the cap for Velious), including the druid pet.

If you got good faction with Veeshan you can easily port here, I think a must for druids.
This lovely mob is a druid, nothing like him casting the same spells on me that I was casting on me when I met up with him this week. :)
