Max faction is easy if you are farming named (for totem powersources for example)
in order for him to sell to you, you must complete every Thaell Ew mercenary quest, do that and he will sell (and you can get the rare tradeskill book)

Armorer Xochtli (click for map image) if located in the far eastern set of rooms in the Thaell Ew area of the zone.
To rapidly faction Armorer Xochtli and all the Thaell Ew to kindly so he will offer you his goods, go to the top of the Pyramid just outside of the caves, buy 1000 loaves of bread from a Thaell Ew haggler and give them to a cook or chef in the caves in the other side (west) caves. Less than 1000 loaves might work, I just over killed it. I might have gotten a message that one loaf raises faction 2 points.
You will need maximum reachable faction with The Thaell Ew ("kindly" in this case) and must have completed all 10 tasks associated with the tribe in order to see items sold on this vendor:
- Defending the Tribe: Triceratopses - solo task from Scout Szarsis (map; northern part of zone - entry to Thaell Ew area)
- Defending the Tribe: Ankylosauruses - solo task from Scout Szarsis
- Defending the Tribe: Raptors - solo task from Scout Szarsis
- Defending the Tribe: Tyrannosauruses - solo task from Scout Szarsis
- A Meal of Meats - solo task from Supplier Thissus (map; northern part of zone - southwestern part of Thaell Ew area)
- A Meal of Greens - solo task from Supplier Thissus
- Fortifying the Water Supply - solo task from Supplier Thissus
- Resupplying the Sundries - solo task from Supplier Thissus
- The Night is Dark - solo task from Advisor Thasil (map; northern part of zone - east-central part of Thaell Ew area)
- Tending to the Temple - solo task from Ritualist Krasir (map; northern part of zone - second room of the Thaell Ew's western indoors area)

Faction is raised (or lowered) with kills and quests. This faction caps at kindly. I believe you also have to do progression on the island to make the items visible on the vendor. But I don't know exactly which tasks, specifically.

Which exact faction does it raise when you give the bread to a cook or chef? And how many points per loaf, 1 or 2?

Faction is The Thaell Ew and it is 2 points per loaf.
As long as I was on amiable faction, his inventory was empty. As soon as I reached the kindly faction, it could not possibly get any better and Armorer Xochtli would sell me his articles.
Does he really have all the above? Been there twice and only had 3 items each time. All vendor trash.
