50% bonus on rare mobs and I still could not get this guy to spawn !!! He’s my last for this zone ... must have cleared this everything for 9 clears and nothing .. did get his buddy in that same fort to spawn 3 out of 9 clears .. this guy must be ultra rare ? Kinda like warden just outside fort .. most others 1-2 clears., shoot most first clear and they were up ..

It took us a while for this guy to pop, and he appeared outside the left building (near the fire where a coldain lookout also spawns).
