Far east one spawned him for me. There is another lone one but never tried him.

If you are still lost, named spawns near -130, 2400.
He spawns at the coldain camp NE of the giant fort at the northern edge of the zone. Easy mob, didn't notice any particular special attacks. He can spawn from the mobs around the fire and also from the one lone coldain lookout.
Also drops Frosted Dragonscale Bauble and Resonating Ice Loop (same item, no slot 3).
