I was killing only two (specific) soldiers in the southern camp. I killed nothing other than those two soldiers. This guy showed up on track while both my soldiers were up. I hadn't seen anyone else pass through, so I'm clueless on what the PH could be.
When I did see him, he was at -1150, 438, 47 - but that might just be one of his stopping points as he roams.
edit: after killing it, an Impaler did show up on track, so that was likely the PH

this guy can spawn from any "an impaler Alaran mob type" in the southern part of the zone in the camp near Sarith zone line.

Not sure what PH this guy has. I was in a nearby pit killing rats trying to get a different named to spawn when this guy showed up on track. The PH almost certainly had to be one of the mobs roaming through the pit that I was killing as no one else was in the southern part of the zone where he was. So the PH is a rat of unknown origin.
Roams in front of main camp with soldiers, rangers, impalers. PH is one of the oashim rats that roams right in the path of (in game /loc) -898.7, -5.9. Sees invis. This will attack you from a decent distance.
Took it down after several attempts with my 94 mage & cleric (reactive) and box 94 ench & cleric (balanced). Threw everything including the kitchen sink at this guy... His DoT is worse than anything. Very large PB AE DoT as mentioned. Was about 17K per tick on my toons. Clerics did OK healing, but I had to mage heal and cast mage delayed CH when I could.

He does path by there (long path) but PH was an impaler (Alaran), not an oashim (rat).
Killed him last night with a group of 90-95. Merc healer 95, merc tank 95 IS sufficient, but an additional healer with good group heals is a must. A 91 pally with heal AA's and heal crits done is enough.

Best player based tank for this would be a paladin... or have a real healer to cure the DoT.
It will be tough if you don't have a player controlled tank or healer.
The key to win the fight is to avoid/reduce the damage of AE DoT, but merc don't know to keep away from it.
Killed it with 95mnk, 95wiz, tank and healer merc in full burn mode.. very close though.

This guy can be a pain.
Be ready to rez your tank if necessary, and have a second tank (a good pet works) to tank the mob in case the tank dies.
Hits for a max 14k, and that combined with the dot can be ugly, even if you are in the 50K+ Hps.
Be always on guard to heal the MA.
