Not sure if this is editing. But I was wrong. I didn't notice that all the other specs were reset back below 49. The one I wanted was still the same, so its still broken at 78. A GM though, within a an hour or so fixed it for me. It required me to get the char booted off s make sure if you petition your willing to log out for a brief moment while they reset your skills.
Ok, this quest is currently bugged if your over level 75, I petitioned and a gm told me that this bug is a known issue, and the devs are working on it.
Basically, my specialize evoc on my druid is 255/255. And my specialize alteration is 150/150. All other specializations are 100/100. My druid is level 80. When i do this quest, spec evoc remains 255/255, and all other specializations become 49/150. ( i have secondary forte )
So basically, you can reset your secondary forte with this quest, if your over level 75, but not your primary specialization.
Also, one final note, you gotta zone after hand in to see the changes. just fyi.
The GM told me that in a future update this will be fixed. Ill repost when its fixed.

Works now, had to switch my Shaman from Conj to Alter and worked at 78. Just realized it was wrongly specialized
I gave him a ruby and he reset my skills with INDIF faction. then he said I promised him 50 gold coins..punk.
you can kill shadowed men at any of their locations...they are opposing faction to this guy.

Which faction do i need to do the Respecialize-Quest? i am apprehensively to him.
And with which sentence do i start the quest? i tryed every imagineable combination of words and phrases for 3 hours or so.

I went through here as a level 9 Dark Elf Shadow Knight. Most were indifferent or aprehensive and all would speak with me.
Hail him and he'll start chatting about erasing your memories and promt you with the key words to ask him.

At dubius I went in and gave him the ruby. He ate it and laughed at me... So I killed him. His friend too. Then the elementals that popped in their place.

Ostorm will combine gems and lambent stones to produce lambent jewels used in the bard armor quests. Though he "won't speak of it", just give him 2 of the appropriate gem you wish to craft plus a lambent stone.
