You might want to check the huge siege-arbalest's. They're always controlled by siege specialists. The mobs standing below them do not aggro the specialist when engaged.

At least they didn't for me. Fought the mobs directly where they stood with my pet tanking. I stood a little away from the actual fight spot.
I found a good spot to kill them.

Just north of the S.H.I.P. Workshop zone line in FM is a spot with three mobs. Two were robots the time I was there who I teased but didn't kill. They did not appear to be ranger pacifyable (Drifting Haze Rk. II), as is the case with many FM mobs, despite no resist message, meeting the level requirement and being outside. The third was a siege specialist three of the three spawns I was there for. The only roamer I saw anywhere in the area came close to the SHIP zoneline, but stayed to the south of the zone line, so is unlikely to be a major problem. A siege specialist was snareable. I won on three of three attempts on a siege specialist. There is a spot to the north of this mob, against the invisible zone line that is far enough away to be a safe camp for buffing and pulling to.

The other a siege specialists in the zone that I have seen are close to the catapaults, and surrounded by bunches of mobs and there are plenty of roamers there to boot. These other ones are hard for me to solo the times I tried.
I found a good spot to kill them.
