Its actually called Bloodied Red Cloak now and is lore.
The mob is a wanderer and moves between the arch where the keeper is up towards the RCoD zone building and the west wall level with the arch in a random pattern. Hardest part was catching it without any adds so patience is the key. Soloed it fairly easily with my lvl 70 shaman, it has about 15 to 20k hps.
