As of 08/05/24 on TLP (Kunark) can confirm she spawns at 50 +/-50, 0 +/-100. Basically just NW of 0,0 on the rim of the giant mud pit. Exact spawn location is inconsistent but always in that range.
The previous location of 125, 1315 is too far west.
3 hr timer +/-10%. Do NOT waste your time killing Drixies, Pilgrims, or any other trash like I did, she has no PH, purely timed spawn.

Killed her today Feb 16, 2017 on TLP (Phinigel)
Exact location: pos125, pos1315. I saw her spawned in front of me, I have to check the respawn time anyone knows?

I have seen her twice, and both times she was in the middle of the zone south of the mud flats fighting spiders.

Does anyonw have any suggestions for getting this mob to spawn? I see where people have said that she was already up, but any useful information as to how to get her to spawn or where to find her in the zone would be greatly appreciated, Thanks much
Found her flying around just southwest of mud pit. She was at 50%. The reason for this is that she engages spiders (was fighting when I found her) and then heals herself back to 50%. Has roughly 7KHP from what I could tell, but starting with 50% of that it wasn't a tough fight. If you don't find her there I'd recommend killing all the mobs just south of the mud.
She hangs out along the East-West path, right around the middle of the zone. Tends to wander north and get into skirmishes with the local spiders, etc, so will almost always be seen at half health. She usually kicks their butts. She's some kinda spell caster, like other drixies.
Killed her once, and 20 min later Lady Chromoire shows up on track near the FV entrance. Lady C did the same kinda roaming along and north of the E-W path but must not be as tough cause she died about 10 min later. 20 min later I was expecting Miranda but instead this Vekis guy shows up on track right next to the Iksar statue at the mouth of the stream.
So, at least Miranda and Lady C seem to be placeholders for each other, and maybe Vekis too.
Logged out, came back the next day and Miranda was flying around at her usual hangout at half health. Killed her again for my second vial (I always need two).

Just killed her at the bottom of the first drop of the river as you enter the zone from LoIO. She was at 50% health when I ran into her, and no one else in zone.
Dropped Pure Essence. She's a 48th level ranger...pretty easy kill, like any other kind of ranger. *grin* 2 DOTs and she'd have been dead at full health, but I decided to let the pet get some exercise.

I just saw her floating around just north of the "mud pit"
Well, just killed this mob and she dropped something called Pure Essence. It is a no drop lore item.
Where does she spawn? Outside the town walls I hope. The drop is for the new Iksar necro skullcap quests.
