I got this off the priest of discord...thats right folks the PoD in Greater Faydark hehe. He dropped the Staff of discord, but when I zoned it turned into a combine morning star...DOH! GMs just laughed at me :)

You can buy this weapon from merchant but it's a mistake.
In EC, WC or GF you can auction to buy a weapon with same stat (velium weapon mostly) for 10-15pp.
To find out if damage ration is good just divide 38/8 (delay/dmg) if it's lower then 4.75 it's better then this weap.
