Works for DoTs as well, my wife's SK wears it and she says it flickers a bunch of times during the course of a DoT like Darkness (i.e. magic based).

It's not cursor loot. You have to be in the raid that kills the jailor (and not dead or in another one, you have to be there when it dies). After you get the task update, find Seeker Leesa (right next to where jailor spawns) and hand her the Seeker Pendant. She then gates. You then need to go back to the temple of Sol Ro, hand the glowing seeker pendant to the genie, he gives you your new necklace, in your inventory.
