At level 90 I raised my alcohol tolerance skill from 450 to the new cap of 475, but the stats on the doll did not change. I didn't really expect they would, but it was an excuse to drink some more!
To get the stats shown you need maxed Alcohol Tolerance of 450. To max out AT in a couple of hours, get a Fisherman's Companion or position yourself near a merchant who sells booze so that you'll have no problems replenishing your supply. Stock up. Then be prepared not to talk intelligibly for a while, because AT skill-ups are much more frequent if you are very drunk than if you are almost sober.
Drink enough to get the emote, "You could not possibly consume more alcohol or become more intoxicated!". The world will look distorted. Once per tick it will shift a little as you stagger; when that happens drink another unit of booze. You should get a skill-up every 10 drinks or so.
With this method it does not matter what kind of alcoholic beverage you use. If you only drink occasionally, beverages like Elven Wine seem to give more skill-ups than Summoned Ale, but if you stay completely inebriated, Summoned Ale is equally effective. I went from 400 to 450 on Summoned Ale, using a Brell's Fishin' Pole to summon ale between staggers.
I concur with Levit as to the fastest way to raise AT... Get totally drunk till you can not possibly consume more alcohol or become more intoxicated then drink as often as you can till you can not possibly consume more alcohol or become more intoxicated. Dont let your Wis/Int go up to far or it will only slow your raising the skill. I raised my AT from 389 to 403 in about 15 mins just by drinking one or two Minotaur Hero's Brew every 5 seconds or son once I was totally drunk.
At 404 AT the stats were AC-60 HP-856 Mana,End-844 with various other stats. At 405 AC-61 HP-865 Mana.End 853 Im getting close.
The only thing I have to wonder about is what will the point in drinking alcohol once I max AT.
As for if you get a title with maxed AT, no less you buy the one from The Marketplace called XXX of the Soused

What if you already have maxed AT before you equip this item? Do you still get maxed stats, or do stats increase only when you skill up? On a side note, do you get a title when you max AT?
prolly gonna have to max tolerance for max stats at 315 alc tolerance its got 57ac 811hp 800m 800end str 24(8) sta 24(6) int40 wis9 agi 32(3) dex 16(2) cha 24(3) attk12 hpregen3 and so on
