The quest armor pieces were changed so that these races may now wear:
Ogres, Trolls, Barbarians, Iksar and Vah Shir
This makes the zone an excellent spot for any new Beastlord, regardless of race.

This is about level 10-12ish, and a fairly common spawn in the eastern half of the zone, but get a Tracker on the job :-)

The claw beast spawns in two places. First is the Loda Kai camp around neg 700, neg 700. Second is the lesser shade and skeletal hunter hangout, near the tunnel entrance at the end of the road north from Shar Vahl.
I spent one afternoon hunting the shade/hunter spawn for silks, mostly killing the shades, and managed to kill the claw beast 4 times in maybe 2 hours, with my level 15 or so BL and warder.
The person you turn the fangs into is Kaza Raj, and he's near the tallest building just outside of Shar Vahl in Shadeweaver's Thicket. Ask him about other items (tunic, sleeves, gloves), and he will tell you what items you need to bring him to get those pieces of Ghulam armor.

Not a drop, quest item. Turn in 4 claw beast claws to the same guy as all the other Ghulam armor in shade thicket (dont recall his name). You may MQ this.

Great item for the untwinked new player. Only drawback is the "Vah shir only" part...
