Skelly do drop them but I would say the non-skelly brigands drop about 10 times as often. Of the 20 or so skulls I've seen when fighting only 2 were from the skellies.

Not seen a Skelly drop them, better going for the normal Brigands.

I have killed like 100 of the skel/loda kia brigands and thugs, and NONE of them have dropped any skulls yet...
