These also drop in the Stop the Contamination instance from a skeleton, a putrid skeleton, a postulant cadaver, and I've had more than one drop at a time from an undead soldier. If you get Stop the Contamination or A Dread Challenger during the nighttime the eastern half of the zone will be filled with undead, making the Arms of the Dead quest very quick.

These drop from a pustulant cadaver in the Group Task- A Dread Callenger. Much easier than the normal zone, because mobs don't respawn and adds are easier to avoid

For the quest "Arms for the Dead" from Dan Hearthpride in Oceangreen Village. Any skeleton in Oceangreen Village drops this. Drop % was about 1 in 6 for my group tonight.
