I can confirm that this drops in The Broodmother raid instance from an armored worg.

Beldhyr also stated that they drop in the Moonfang raid instance here.

So, I assume these can drop from any of the other Bloodmoon Keep instances as well.

I was unable to get the quest update for looting a Worg Scent Gland from an instance of Bloodmoon Keep. I went back in to the static zone and looted Worg Scent Gland from an armored worg and was able to get the quest update.
