Good resists for primary hand.

I usually play a cleric, so I'm looking at this from that perspective. First, since most blunt only classes (wis casters) do most of their damage from spells rather than melee, the ratio is not that important. Second, +5 to all resists is very nice. Pair this item with an SSB, crested mistmoore shield, and youve got +25 mr, as well as nice boosts to all the other resists. Stack on the cleric resist buffs, and you're in good shape. Great in duels, or when fighting magic based opponents. Regis the reverent, a zombie cleric which has to be killed for the cleric quest armor, comes to mind. His usual tactics are to use smite repeatedly while meleeing you. If you can get at least partial resists to the smites, beating him would be much easier.

I'm not saying I would replace my sharkbone warhammer and Testament of Vanear with those items on a regular basis, but for a planned battle against a magic based opponent, I sure would.
Delay in Offhand

Delay does in fact matter in your offhand. The way it works is you wait to hit with it just as u would in primary, and if dual weild is successful, u will hit with the weapon.

Well if I understand offhand weapon use, delay doesn't factor in as much if at all, so a 9 damage weapon with some decent saves to it would be rather nice for a mid level tank. Since a group of mid-30's should be able to get the item needed from ToFS, or an even lower one could buy it from another PC, this would be a nice weapon to carry for when going on your first raid...

Other than that it isn't all that special.

You don't :) When dual wielding, the two hands are INDEPENDENT. For example if you had this 9 37 weapon in your off hand, every 3.7 seconds your dual wield skill would be checked, and if you made that skill check you would swing your off hand. This would be the case completely regardless of what was in your primary hand.

If this is the case, why is there an ambidextrous AA Exp? Ambidexterity meaning not right handed or left handed - but both handed.

The person that you replied to was correct in how dual wield works. What the AA ability does is raise the chance to succeed in a dual wield skill check.

It means the ability to use both hands well. Dual wield is the ability to use one handed weapons in both hands well. Therefore, the name of the AA ability and what it does makes sense.
