I'm pretty sure this item was nerfed when Runnyeye was liberated. I spent a fair bit of time here in June, and I never saw a dazed goblin of any kind. Neither had anyone else who spent time there. Also, with several hundred gobby kills (every kind of gobby) I never saw one drop.

Why would a rouge want this? Any of the dozen rouge daggers with wonderful procs would be far better. Next thing you'll want all shammie spears to be shaman/rouge ;)
