The dice don't do anything, you give them to a little catgirl miranda in the kejec town in StoneBrunt and she gives you a Ball of Yarn or such which has charges of Snare.
On my pvp server - sullon zek - snare is practically useless in PVP combat, You could empty that whole ball of yarn and not get any to stick against any player who has any kind of MR gear.

i play a rogue on vallon zek, and this is the greatest item to have for PVP. first find somone to PVP, apply posion, BACKSTAB, nail 'em with the posion then 3 to 4 normal hits... keep at it until they try to run and SNARE the S#@T out of em!!
Ps do this quest in bulk since the warrens are right next to stonebrunt and it only has 5 or so charges. FYI the bag of dice is lore, but the spool isn't!

This is by far the GREATEST tool in the world for any mage who wants to solo. Just be sure to grab it before lvl 25 or its tough to get(.
