It makes the cleric spell better. The first number (10) indicates what the reaction (assist) radius is reduced to. The second number indicates up to what level creature the spell will work on.
IOW, the cleric spell Dulcify (10/75) reduces the assist range of whatever to ten feet, and works on critters up to and including level 75.

this spell is great. i love it. the few times mobs have resisted this they have never not once charged my cleric.. she does have over 330 cha though
