The Serpent's Spine In the room where the Charbones and the zombies are, on the left hand side of the room by the pile of rubble. You will have to kill the Dusty Skeleton that stands in fron of the bones.

On the third floor. Found it laying next to the pile of rubble in the room through the curtain. Look between the wall and the wooden crate on the left side.

But also found a couple more.
For those that hate the /loc system, go up the elevator to the third floor and go through the tattered curtain to the west.
Harvezter's reported location (-1176, -1191) is northeast of the pillar to your right.
A second place (-1455, -1165) is near the toppled wooden columns to the left, right next to the book you had to pick up to get this quest!
A third spot (-1209, -1045) is on the west side of the farthest west pillar.
