Ok, this is not actually a ground spawn. There is a Red Flower there by the name, "Where the Red Flower Grows", just "open" it as you would a chest and loot the foot.
It is directly in the middle of where the Bixie gardeners are working on their vines. Can't miss it. /open give you the hairy halfling foot.
