I got the hammer at lvl 4 off of a froglok skipper at the noob pillers, and got one to drop at lvl 10 off of a man eating shrub on the second island....

Got 2 of these in the last two nights on Combine. They both dropped off of a a giant morass leech. It appears to be a zone wide random of level 19-25 mobs. Killed every thing on the islands near FV zone line. It's nice to be exploring these zones again after 6 years. I am sure if you want to spend the time, you should be able to get one to drop and the exp 20-27 is excellent. Much faster and easier kills than the giant fort or gobby camp.
