This stuff rocks on my iksar necro. INT, STA, and a little str to carry more loot. and necros get mr, pr, cr, and dr buffs so the fr is sweet. definatly THE necro wear (if only to get away from the robe look for a bit).

here is the deal based on my exp
how long fear last in my opinion is based on the mr of the mob or simply random.the reason i say mr is because on higher lvl mobs more so than any I get those fears that stick then fail realy fast.
BTW I have played with my cha being low 50's and 150 seen NO diference at all.

48 Levelling in DL? No wonder you don't get resists. Here is a fact:
Charisma does NOT effect fears. If you think that Charisma does, you are too superstitious and probably also think that when a black cat walks in front of you it causes bad luck.

Shakaama, it is erroneous to believe that negative charisma helps fear. This is not true and it's rather humorous that this late in the game someone still believes that.

These make incredible Monk shoulders I must say. With ac str and stamina plus the .3 wt this is one of your better choices. I picked mine up for 3k on the Tribunal server. I would say that these, the tunic and the pantaloons are the best 3 pieces of Netted Kelp for Monks.
Have you noticed that all of the pieces are all all. Furthermore have you noticed that they all have -cha.
What is -cha good for? Fear. It is erroneous to believe that positive charisma +cha is good for fear. The opposite is true. -Cha is good for fear. Of course ALL abilities scores have had their impact on spells and such watered down since release. But, for a moment try this, try to take your main ability score and take it to 300 or 400 and then test out its effects. And the best way to do this is on high lvl mobs that have their codes much different from low lvl mobs.
Now this set is great for necros and (if they realy wanted to) SK. but for an enc this set would be next to death. Ability scores don't matter that much but all +cha spells would take a nose dive i predict. Someone please get a full set and post here as to its effects.
Quickly a full set of this is -52cha. On my High Elf enc that would render around 40cha. This is below the 75 benchmark for all ability scores so I imagine all hell would break lose for an enc below this. There are also held items with -cha.

neg cha has absolutely no affect on fear. period. whoever started this rumor has obviously never played around with fear long enough to notice any real difference. any spell that has an effect similar to fear has a TOTALLY random length (although higher lvl undead only spells have a fixed duration.)
