I don't know when the change was exactly, but as of 10/1/01, these are no longer Lore, so it's possible now to wear 2 of these in each wrist slot.

Im using Hero bracer and ice shackle now, when I get guardian will be droping the Hero. Hopefully I can find two of these for raids and casting mobs, but for general use, I plan to use one ice shackle and one guardian bracer.
