would this effect stack with like sow or any other movement spells?
It does not stack...
Try and drink it with JourneymanBoots active and you get a message "Your spell does not take hold".
Try it with Runspeed V alone and you actually slow down. ie, the Intoxification V gives you a 10% increase over normal runspeed but that's slower than Runspeed. V.

Also, you can compare the stacking for any spell like so.
Lol, I don't know about you, but I never run faster when I'm drunk, although I have felt like superman a time or two...
