Here's a good question:
How in the name of Norrath is it possible for the effect to work for a Rogue? As far as I know Rogues don't have mana. Unless of course it is stolen from surrounding MOB's. lol
I just found it funny that the effect is listed as "Focuses mana into the form of a bundle of throwing daggers."

Why would u put charges on this item????? for summoning 20 daggers you only have 1 charge per summon

Now I don't have this, and I have never heard about it, but it says;
"Spell Effect: Focuses mana into the form of a bundle of throwing daggers."
My guess is that each charge makes a stack.
