Planes of Power
You must enter the Lightning/Fire tower in BoT, ascend to the third floor with Brynju Thunderclap, that tower's raid boss, and proceed to the spot right behind where you would fight him. In the corner next to him where you would most likely meditate, you will see the little dropped item bag.
As for the repop on it, it takes no less than 10 minutes to repop, as that was the length of time between me finding it and leaving after killing the aforementioned raid mob.

What teleporters, what red electricity??? I can't find any of this stuff

This is also part of the Rogues 1.5 epic. So chances are that if it's not there, a Rogue has gotten to it first. Also remember that the ports with the red electricity running through them. The wide ones will send you outside and you'll have to start all over again. The skinny ones are the ones that will bring you to Thunderclap.
Zone in to tower. Go up stairs and to the right, take first teleporter. Next area take second teleporter. Run around the rim of the arena to loc -1180 + 110 +2299 (notice the last number is height).

Is there a timer on this ground spawn? when i went into the north tower the loc seemed to be right in the pop in room in the corner but it wasnt there. I ran around the area there and it was really small so after i couldnt find the ground spawn, i hit the red electric and it ported me to entrance =/ how do i get this piece?
