Strikethrough, gives you the ability to circumvent any defensive abilities a mob has. So say you're attacking from the front (since strikethrough is worthless from behind), and the mob Dodges one of your attacks. This bracer would give you a 4% chance to ignore the dodge and hit the mob anyway. Strikethrough also stacks, so potentially, you could be totally immune to any defensive moves a mob throws at you. Potentially, of course.

yah he is right - same with all percent mods i think - just look at name of mod and think bout it for a sec - how ever - anyone know the limit to how much percent mod you can have for spell sheilding and strike through and all that junk?

Same as with Shielding, they add up until you have 35% which is the max.

There is no limit to an individual "stat", but they work like haste items - only the highest modifier on any item you're wearing will apply.

Nope.

Strikethrough % modifiers adds up.

Same with Shielding etc.
