Grathin Nilm in Surefell Glade in Rangers building does indeed sell these, that's always where I buy them.
Merchant Tuluvdar, Kelethin Ranger guild also sells these for 2G 9C.
I like these for the range, and the damage isn't too shabby either.

Just to add and make things easier, Merchant Tuluvdar can be found by using
"Find" under "Weapons" merchants in Kelethin.

You can pick em up in Surefall Glade as well. They've been for sale as long as the games been around. But it seems people don't pay attention to the old world anymore :(
Granthrow in East Cabilis (Fortress Talishan) sells those.
