Just fished one from the shore outside the FV outpost. Took about 20 minutes for me at max fishing skill.

took awhile fishing but i got mine in e. cab. with a skill of 27

Wrong ...my 55 Druid fished off the FV docks yesterday where Soulbinder is located and got two at fishing skill 10.
I skilled up to 100 from 0 without a salt minnow, then caught one in 5 min. I'd guess that 100 is required.
